Western Beach Landscape Management Plan
Council has voted to put on exhibition, plans to improve landscaping and walking paths at Western Beach with the plan covering the area from Cunningham Pier around to Griffins Gully.
The plans include landscaping of the steep embankment into two manageable sections and opening up Western Beach for more accessible walking and recreation.
Where is the project up to? Following consultation, the Draft Management Plan has been prepared for comment.

Point Lonsdale Structure Plan
The Borough of Queenscliffe and City of Greater Geelong and the appointed planning consultants Planisphere have developed a draft Structure Plan for the township of Point Lonsdale.
The project, jointly funded by the State Government and the municipalities of Queenscliffe and Geelong, was guided by a Project Control Group comprising Councillor and officer representatives from both municipalities and the Department of Planning and Community Development and independently chaired by Diane James, former chairperson of the Victorian Coastal Council.
Key outcomes of the Plan will be a comprehensive assessment of the township development opportunities and constraints, in the context of State coastal and sustainability planning policies, and the identification of a Settlement Boundary to clearly define the outer limits of urban growth for Point Lonsdale. The Plan will also identify major community and physical infrastructure requirements for the town, and appropriate planning tools to manage development form and outcomes and build on the work undertaken through the Bellarine Peninsula Strategic Plan 2006-2016.
An informal drop in community information session will be held on Saturday 4 October 2008 at the Point Lonsdale Primary School Hall, Bowen Road, Point Lonsdale from 10.00am to 2.00pm.
Officer and consultant representatives will be at the venue to talk to interested persons about the key directions of the draft and explain opportunities for making submissions to the draft.
The community is invited to view the draft and make submissions to it by 31 October 2008.

Geelong Regional Library Corporation Agreement
At the Council meeting held on Tuesday 9 September 2008 the City of Greater Geelong resolved to give notice of its intention to enter into a new Agreement to continue to operate the Geelong Regional Library Corporation with the Borough of Queenscliffe, Golden Plains Shire and Surf Coast Shire and that submissions be invited in accordance with Section 223 of the Local Government Act.
Copies of the new Agreement are available for inspection at all City Customer Service Centres, library branches and mobile library. The new Agreement can also be viewed below:
Any person may make a submission in accordance with the provisions of Section 223 of the Local Government Act. Submissions should be lodged no later than 3 October 2008 and should be forwarded to the:

Barwon South West Regional Trails Master Plan
The Shire of Colac Otway in partnership with the LGAs from the Barwon South West Region, Sport and Recreation Victoria and Regional Development Victoria is developing a Regional Trails Master Plan for the Barwon South West Region (BSWR) of Victoria.
The BSWR includes the local government authorities of Cities of Greater Geelong and Warrnambool, Shires of Surfcoast, Colac Otway, Corangamite, Moyne, Glenelg and Southern Grampians and the Borough of Queenscliffe.
Throughout this region there are several walking and cycle pathways that provide linkages for townships and rural communities to services and features. Many of the significant trails within this region link to various features particularly of interest to domestic and inter state visitors. The aim of the Regional Trails Master Plan Project is to establish a detailed master plan for the development of key existing and proposed regional trails throughout the BSWR.
The objectives of the Trails Master plan Project are as follows:
- Provide a comprehensive summary of the planning undertaken throughout the region pertaining on regional trails.
- Provide a comprehensive summary of the existing and proposed regional trails including locations throughout the BSWR.
- Define and ensure good access is a guiding principal to proposed trail developments.
- Identify key strategic links and missing connections.
- Identify opportunities for a network of regional trails across the project region.
- Identify and assess economic and tourism opportunities associated with proposed trail development.
- Identify and assess recreation and health opportunities and priorities for future State and Federal Government and for private sector investment.
- Identify opportunities to develop and reinforce partnerships with local government, other State agencies and the private sector specifically with regard to regional trail planning, development, implementation and ongoing management and maintenance.
- Document a detailed action plan including timelines and financial requirements for the recommended trails maintenance and development.

Amendment C141 - 15A Queens Road and 194A Noble Street, Newtown
The land affected by the amendment is 15A Queens Road and 194A Noble Street, Newtown (Certificate of Title Volume 3267 Folio 363, Crown Allotments 2017 and 2019).
The amendment proposes to rezone the subject site from Public Park and Recreation Zone (PPRZ) to Residential 1 Zone (R1Z) and apply the Design and Development Overlay, Schedule 14 (DDO14) to the subject site.
The Amendment includes a Section 173 agreement which will ensure that the western portion of the oval (the portion to be purchased by the St Josephs College) remains accessible for and available for the informal recreation of the general public at all times when it is not being used for formal/official school sports or educational activities. A Memorandum of Understanding (MoU) between St Josephs College and the Greater Geelong City Council will also be prepared. The MoU will serve to formalise the basis of a collaborative partnership between Council and St. Josephs College relating to future management and community access to this open space 'precinct'.

Public Exhibition commencing Thurday 8th August and concluding Monday 8th September 2008.
Land affected by the Amendment:
- The Amendment applies to No 4 McHarrys Road and 140 Buckingham Street, Lara.
- The planning permit applies to land at 4 McHarrys Road, Lara.
What the Amendment does:
The Amendment proposes to rezone the land from Rural Living Zone to Low Density Residential Zone and apply a new Development Plan Overlay Schedule 7 that will provide for the further subdivision of the land consistent with the provisions of the zone and the overlay.
Under Section 96A of the Planning and Environment Act 1987 the Amendment includes an application for a planning permit to subdivide the land at 4 McHarrys Road Lara into two (2) allotments (10/2008).

Local Government Community Satisfaction Survey 2008
This survey is a project jointly sponsored by the Department of Planning and Community Development and local governments. The state-wide survey commenced in 1998 and is conducted by an independent research company in February-March each year. 350 telephone interviews were conducted with residents regarding twelve service areas and overall performance.
While participation is optional, CoGG has participated since the inception of the survey 11 years ago. Community satisfaction ratings form part of the Victorian Local Government Indicators that are reported by councils in their annual reports and are published annually in the Local Government in Victoria report.
