The tracking and management of local animals, while overseen by the City of Greater Geelong, is regulated by a state law, the Domestic (Feral and Nuisance) Animals Act.
A number of on-the-spot fines apply. Generally, offences relating to dogs fall into three categories:

Failure to wear a registration tag: $57 fine.

Cats must also be registered.
