The Belmont Heritage Report August 2007 is on public display from 27 August 2007 to 24 September 2007.

Council exhibited C89 Belmont Heritage Amendment to the Greater Geelong Planning Scheme in late 2004 and all submissions were subsequently referred to an Independent Panel appointed by the Minister for Planning in 2006.

An outcome from Independent Panel report, May 2006, was that there is a need to identify places 'D' level or Contributory Level of Significance (Panel Report page 130) within the defined heritage precinct areas, and where applicable to refine the precinct boundaries (Panel Report, pages 45-48). The heritage precincts are:

  • Belmont Heights (formerly part of Mt Pleasant);
  • Elderslie Estate (formerly part of Mt Pleasant);
  • Wimmera;
  • Evans; and
  • Kardinia.

Council engaged Dr David Rowe, Authentic Heritage Services P/L to prepare an inventory of significant sites within the existing heritage areas and review heritage precincts, based on the recommendations of the Panel. An outcome from the review is the preparation of 3 separate volumes. Details of the reports is as follows:

  • Belmont Heritage Areas Report, Volume 1 (2007)
    This is a review of heritage precincts and includes supporting background, statements of significance, heritage areas maps and historical figures for each heritage area in Belmont. Some changes have also been made to the Wimmera and Kardinia Heritage Areas, the specifics of these changes and the rationale for the changes are detailed in the Belmont Heritage Areas Report, Volume 1, 2007.
     
  • Belmont Heritage Areas Report: Inventory of Places, Volume 2 (2007)
    This volume details the heritage level of significance for each dwelling within an identified precinct. The report identifies a number of buildings that been identified as 'D' level or Contributory Level of Significance. Council's policy for these buildings is to encourage the retention and to ensure any alterations and additions are sympathetic to the building.

These documents have been peer reviewed by another independent heritage practitioner, Ms Wendy Jacobs, Architect and Heritage consultant.

The final report known as the Belmont Heritage Report: Individual Citations Volume 3 (2007), prepared by Dr Rowe, consolidates all the citation sheets for Belmont, incorporating changes agreed to by Council and presented to the Panel or recommendations made by the Panel. This Volume 3 now replaces the citation sheets previously contained in the Greater Geelong Outer Areas Heritage Study 2000 referred to in Volumes 6 - 9.

It should be noted that the Interim Controls adopted through Am C99 to the Greater Geelong Planning Scheme are still in place, until such time as Council considers the adoption of Am C89 which is expected by late this year.

From the 27th of August copies of these three reports can be viewed free of charge at the Council Customer Service Centre at 131 Myers Street and the Belmont Customer Service Centre at 163 High Street, Belmont.

An opportunity is available to make an appointment to discuss the Amendment and the heritage report in person with Council officers. Fifteen minute (15) appointments are available during the day and early evening between 3pm to 8pm on Monday 17 September and Wednesday 19 September, 2007.
