Amendment C129 Municipal Strategic Statement and Planning Policy Review

Amendment C129 implements comprehensive changes that came about following a review of the Municipal Strategic Statement (MSS) and Planning Policy, specifically Clause 21 - the Municipal Strategic Statement, Clause 22 - Local Planning Policies, as well as the way in which Council applies zoning and overlay controls.

The result is a new MSS and associated local planning policies and controls, with subsequent changes to some residential and rural zonings across the municipality.

The new MSS is more concise than the current version and contains the findings of a wide range of recently developed strategies and structure plans that have implications for the use and development of land in the municipality. These include, but are not limited to, the Housing Diversity Strategy 2007, Rural Land Use Strategy 2007, Retail Strategy 2006, Environment Management Strategy 2006, Central Geelong Parking Precinct Plan 2007 along with Structure Plans and Urban Growth Plans for specific places and townships across the municipality.

Amendment C129 was exhibited for an eight week period between October and December 2007. A number of submissions were received by Council. The submissions were considered at a meeting of Council on January 29th earlier this year, with Council resolving to refer the submissions to a Panel for review to be appointed by the Minister for Planning.

A Panel heard submissions at a hearing convened between 12th March and 16th April this year.
