Elcho Road West precinct is identified as a medium-term precinct in the Northern and Western Geelong Growth Areas (NWGGA) Framework Plan. The precinct is located in the western portion of the Northern Geelong Growth Area (NGGA).

At a council meeting in December of 2022 the City of Greater Geelong agreed to combine the Heales Road West Precinct Structure Plan with the Elcho Road West Structure plan to optimise the PSP preparation process.

The combined precinct structure plan is now known as ‘Elcho Road West’ and covers an area of 843 hectares. It is proposed to accommodate upwards of 9,000 dwellings and will include provision for new open space networks, community facilities, schools, transport connections and three activity centres.
