An SBO identifies land liable to flooding by stormwater or overland flows from rainfall-runoff. Building works in SBO are generally permitted with conditions special to such flooding.
Special Building Overlay (SBO)
Overland flow paths convey floodwater which is often due to the limited capacity of the drains (underground pipes and box culverts, open channels etc.) in urban areas.
An SBO shows the extent of areas prone to flooding by overland flows due to the statistical 1 in 100 Annual Exceedance Probability (AEP) rainfall event.
We have conducted comprehensive flood studies in a good number of our drainage catchments to identify the areas appropriate for SBO.
The purpose of an SBO
The key purposes of an SBO are to ensure that future developments:
- allow the free passage of floodwaters
- minimise flood damage
- are safe with flood hazard and local drainage conditions and
- will not adversely impact flooding by a rise in flood level, depth or flow velocity.
Identifying land affected by an SBO
There are several ways to find out if your land is affected by an SBO, for example:
- By obtaining a planning certificate or planning property report
- By viewing the Greater Geelong planning scheme maps

SBO and Planning Permit
If your land is affected by an SBO, you may require a Planning Permit (PP) for building works solely due to the SBO. The works requiring PP are listed in the SBO Clause 44.05 which is available on the Greater Geelong Planning Scheme page of the Planning Schemes Online website.
Our Statutory Planning Unit can confirm if you need a Planning Permit for your proposed works due to any reasons or overlays including SBO.
