2025-26 Rates Notice now includes the new Emergency Services and Volunteers Fund
Since 1 July 2025, the Victorian Government advised the Fire Services Property Levy (FSPL) has been replaced by a new Emergency Services and Volunteers Fund (ESVF). This levy has been added to your rates notice. The Victorian Government have legislated that we collect this levy on their behalf.
We understand increases in charges can be challenging, which is why we are writing to you to explain what this means for you and what options are available.
What is the difference between my rates and this ESVF levy?
Rates pay for a variety of Council services, along with essential infrastructure such as roads, footpaths, parks, gardens, libraries and sports facilities. Your ESVF levy payment supports a broader range of emergency services. You can learn more about how they intend to use the proceeds by visiting the State Revenue Office’s website.
What if the ESVF levy means I can’t pay the full amount due?
We are here to help. Early payment plans are available to make paying your rates as easy as possible. Instead of quarterly payments, weekly or fortnightly payment plans are available to start now, to be finalised by 30 June 2026.
How do I apply for a payment plan?
Simply email us at [email protected] . Our team are available to formalise the payment plan and will endeavour to respond to ratepayers within two weeks.
What happens if I just pay my rates and not the ESVF levy?
The Victorian Government requires us to collect the ESVF levy by legislation. Any payments received will be apportioned between your rates and your ESVF. For example, on the average residential property, payment of $2,358.10 will allocate $2,091.90 to rates and $266.20 to ESVF which must be forwarded to the Victorian Government. If you pay less than the full amount on the notice, your account will be in arrears and penalty interest at the rate of 10 percent per annum (as set by the Victorian Government) will apply until paid.
What about the rebate for volunteers?

What if I have another enquiry regarding the ESVF levy?
