Site planning

Site planning is key to the success of your event. A well-organised site helps create a safe, enjoyable, and positive experience for everyone attending.

A site plan is required for all events - big or small.

What is a Site Plan?

A site plan is a map that shows where everything will be set up for your event. This includes:

  • Event equipment (like stages and tents).
  • Services (like toilets and power points).
  • Entry and exit points.

Why Do You Need a Site Plan?

A good site plan helps you:

  • Manage the site safely.
  • Decide how many people can attend at one time.
  • Find the best spots for services and equipment.

Steps to Complete Your Site Plan

  1. Fill Out the Event Application Form (linked below): You’ll be asked to show where equipment and services will be placed.
  2. Check Entry and Exit Arrangements: Include information on how people will move in and out of the site.
  3. Use the Event Planning Guide: For help creating your site plan, refer to The Basic Event Plan section.

Do You Need a POPE Permit?

A Division 2 Occupancy Permit (POPE) may be required for events in public spaces. The City’s Municipal Building Surveyor will review your site plan and application to decide if a permit is needed.

The Siting Approval for Prescribed Structures Flowchart will help you figure out if a POPE Permit is needed.

If required, you must apply for the POPE Permit separately.
