Fair Play Policy to keep community sport affordable and accessible
A policy that sets the fees and charges for hiring the City’s 115 ovals and pitches more than 200 tennis and netball courts 100+ pavilions and buildings and two athletics tracks has been adopted.
While the City significantly subsidises hire costs to sporting clubs and other groups user contributions help us to ensure they are well-maintained and fit for purpose. The Fair Play Policy 2026-29 intends to promote equity consistency and transparency when we charge fees while supporting the long-term sustainable delivery of outdoor recreation facilities for the community.
For the first time this policy will recognise sports lighting as a standard infrastructure item meaning the City will take over maintenance and upgrades from 2026–27.
We’re also introducing proportionate seasonal fees for groups who share a playing field or don’t require exclusive use to encourage multi-use and a more effective cost option.
Sporting club information sessions written submissions and two community drop-in sessions in July and August led to minor changes to the policy.
Our Project Reference Group made up of representatives from key sporting associations also contributed to the policy’s development.

We own more than 400 outdoor recreation facilities whether that be ovals and pitches tennis and netball courts athletics tracks or pavilions ” Mayor Kontelj said.
We know how important sports and recreation are to our active community and this policy ensures everyone has a fair go and equal access to high-quality facilities.
