New community hub opens in Armstrong Creek

Biyala Community Hub in Armstrong Creek is now officially open, with Victorian Minister for Children Lizzie Blandthorn joining Councillor Emma Sinclair to cut the ribbon at the brand-new centre.

The hub on Warralily Boulevard will host community recreational activities and classes, provide allied health services and deliver early learning programs in the three-room kindergarten, which is currently accepting enrolments for 3- and 4-year-old children.

The facility was delivered by the Victorian School Building Authority (VSBA) three years earlier than planned, thanks to its innovative modular design. 

The building was completed within Greater Geelong at Modularity’s Moolap factory before being assembled on site, enhanced by a public space centred around a large native eucalypt, landscaping and carpark construction.

The City appointed KU Children’s Services, a not‑for‑profit provider with more than 130 years of experience, to run the Biyala Community Hub. 

The renowned organisation will ensure the kindergarten delivers high‑quality early learning for children aligned with the Victorian Government’s Best Start, Best Life reforms.

This fast-tracked project was made possible by a VSBA Building Blocks Capacity – Modular Grant from the Victorian Government and a Council co-contribution of up to $3.5 million.

Complementing this centre is Biyala Primary School Kindergarten on nearby Coastside Drive, built on adjacent land and connected by a pedestrian path. 

Together, these facilities are strategically planned to meet the growing demand for early years services in Armstrong Creek, while providing families with integrated access to education, community spaces and allied health support.

Armstrong Creek and Mount Duneed are rapidly growing, with 10.6 per cent of residents being babies and preschoolers.

This is nearly two times higher than the Greater Geelong region’s average, and we expect another 410 children under four years old are estimated to call the area home this year.

Biyala Community Hub demonstrates our strong partnership with the Victorian Government as we aim to respond quickly to demand in this growth area. 

I encourage families to sign their children up for kindergarten sooner rather than later to secure their spot and for the wider community to explore the programs on offer in the new community spaces.

We hope our thriving Armstrong Creek community will embrace the Biyala Community Hub and help it come alive.
