Explore Phase 1 technical documents and shapefiles that will help inform the preparation of the first version of the Elcho Road West Place Based Plan
Workshop Two - Pitching
The City will be hosting Workshop Two for the Elcho Road West Precinct Structure Plan on Friday 28 August, from 9:00am to 1:00pm at the Wurriki Nyal Civic Precinct, 137-149 Mercer Street, Geelong. This is not a public workshop but reserved for landowners, agencies, and key developers involved in the Elcho Road West Precinct Structure Plan.
The workshop will provide an opportunity for these groups to:
Hear presentations from landowners and developers on their emerging place based plans or masterplans and provide feedback to inform the plans as they progress.
Consider the plans presented by other landowners and developers and provide feedback on how individual proposals may contribute to the broader precinct.
Share perspectives on the opportunities, challenges and priorities that should be considered as the place based plan progresses.
Contribute to discussions that will inform the City's development of a preferred place-based plan, Version One. This will then be used to guide further technical studies and preparation of a draft Precinct Structure Plan and Development Contributions Plan in 2027.
Phase 1: Technical Studies
The first phase of the Precinct Structure Plan is called Place Shaping. This phase involves completing a range of technical studies to build an understanding of the precinct and inform the proposed land use, infrastructure and network layout.
Nine technical studies have been commissioned as part of the Place Shaping phase:
Arboricultural Assessment Report, Tree Logic
Community Infrastructure Needs Assessment, SGS Economics and Planning
Land Capability Assessment, SMEC
Landscape and Visual Assessment, Hansen
Post-Contact Heritage Assessment, City of Greater Geelong
Retail and Employment Assessment, Colliers Urban Planning
Stormwater Management Strategy, SMEC
Transport Network Assessment, Stantec
Biodiversity Assessment, City of Greater Geelong
The technical studies provide the evidence base for understanding the precinct's environmental, cultural, infrastructure and servicing conditions and requirements. The findings of these studies shape the precinct’s future urban structure, land use pattern, infrastructure provision, environmental outcomes and implementation requirements, and will be used by the City and stakeholders to prepare Version 1 of the Place Based Plan.
In addition the City has prepared a summary report which is intended as a high-level technical summary overview only and should be read in conjunction with the full technical reports. While it captures the key findings and recommendations relevant to precinct planning, it does not reproduce the full analysis, methodology, assumptions or detailed recommendations contained within the individual studies. Where further detail is required, stakeholders should refer directly to the relevant technical report.
For place based planning purposes, the following projections are accurate at time of publishing:
Total precinct area - 921.25 hectares
Estimated dwellings - 11,966
Estimated population - 33,508
Placed Base Plan Version 1
As part of the ongoing Phase 1 Place Shaping work for the Elcho Road West Precinct Structure Plan, additional planning work has been undertaken to support the preparation of the first version of the Place Based Plan.
The following documents are provided to support Workshop 2:
- Performance Outcomes, refined following stakeholder feedback received during Workshop 1.
- Opportunities, Challenges and Vision Report.
- Elcho Road West Planning Assessment Report.
These documents should be used to inform the preparation of any place based plans presented during the workshop. They will also form the basis of discussion and feedback, helping assess how each proposed plan responds to the opportunities, constraints and desired outcomes identified through the Place Shaping process.
