Based on community feedback and guidance from the Rainbow Ready Roadmap for local governments, the plan is framed around four key priorities: understanding, inclusion, visibility, and safety. Adopted by Council on 26 August 2025, it reflects extensive consultation with LGBTQIA+ community members, allies and key stakeholders.
