Armstrong Creek - Whole of Growth Area

The Armstrong Creek growth area is the largest contiguous growth area in Victoria, consisting of 2,500 hectares of developable land, and is one of the largest growth fronts in the country.

The State Government has consistently recognised the importance of the growth area in accommodating the unforeseen levels of population growth in Victoria. At the moment, Armstrong Creek is seen as Victoria's sixth growth area alongside the Growth Areas Authority Councils Wyndham, Hume, Casey-Cardinia, Melton and Whittlesea. The Geelong region itself is regional Victoria's fastest growing area.

Armstrong Creek Urban Growth Plan (Volume 1)

The Armstrong Creek Urban Growth Plan (Volume 1) was adopted by Council on 13 May 2008 and has been approved by the Minister for Planning as a reference document in the Greater Geelong Planning Scheme. The document sets out principles and provides guidance for the development of the seven precincts which make up the urban growth area.

The Armstrong Creek growth area will:

  • provide housing for between 55,000 to 65,000 people
  • provide approximately 22,000 residential homes
  • provide 22,000 jobs, with a focus on high technology jobs and developing synergies with Deakin University
  • be developed as a sustainable community, with a focus on walkability public transport provision and sustainable water use
  • have physical and social infrastructure provided at an early stage, with an aim of building communities rather than just releasing land for development - there won't be just homes and jobs in the growth area, but schools, retail space, parks, open space, bike paths and a place for people to create a home and be part of a community
  • provide a boost to local employment during the construction phase
  • assist in addressing housing affordability issues currently experienced in the region
  • have significant public transport provision
  • provide for more sustainable housing choices

Precinct Structure Plan

In the Urban Growth Zone, the precinct structure plan is the key document that triggers the conversion of non-urban land into urban land. A precinct structure plan is a long-term strategic plan what describes how a precinct or a series of sites will be developed.

The precinct structure plan is a masterplan for designing a new community. New urban development can proceed if it is consistent with a precinct structure plan that has been approved by the Minister for Planning and incorporated into the Planning Scheme.

Armstrong Creek consists of seven precincts, being: 

  • Armstrong Creek West; 
  • Armstrong Creek West Industrial;
  • Armstrong Creek East; 
  • Armstrong Creek Town Centre;
  • Armstrong Creek Horseshoe Bend; 
  • Armstrong Creek North East Industrial; and
  • Armstrong Creek South.

The relevant Precinct Structure Plan (PSP) for each stage can be located on the Victorian Planning Scheme website.
