The Leopold land capability and Bay access report was prepared by Spiire consultants on behalf of Council.

The report investigates key opportunities and constraints in the Study Area north and west of the existing settlement boundary and considers the capability of land to accommodate urban development. The report also considers options for achieving Bay access north of Portarlington Road.
