Vehicle Crossing Permit

Before commencing any works within our infrastructure, you must obtain a permit, depending on the location, size, and type of work. 

What is it and why do you need it?

A vehicle crossing, also referred to as a driveway or crossover, refers to the section of your driveway that extends across the road reserve, which includes the footpath, nature strip, and kerb and channel, providing access for vehicles to enter or exit your property.

If you are planning to construct a new vehicle crossing, reconstruct your driveway or modify an existing one, you may need to obtain a Vehicle Crossing Permit.

This permit ensures that the crossing is built in an approved location, complies with our standards and any permit conditions, and protects public infrastructure – such as footpaths, roads and drains – throughout the project.

Any damage resulting from the works, or any existing damage that is worsened, must be repaired or reinstated by the permit holder.

A Vehicle Crossing Permit is required if you are constructing, extending, relocating, maintaining, removing or reinstating a vehicle crossing.

Timeframes and application process

Before
applying for a Vehicle Crossing Permit
A pre-approval inspection must be conducted prior to submitting an application. After this inspection, we will email the property owner or contractor to confirm whether the works have been approved or refused, and to outline any conditions attached to the application.

Applying
for a Vehicle Crossing Permit 
The contractor, engaged by the property owner to carry out the works, must apply for the permit and submit a copy of the City's conditional pre-approval email. The Vehicle Crossing Permit will be emailed to the applicant.
When will I receive my permit?Upon receipt of a complete application, your permit will be emailed to you within three business days. Once you receive your permit, construction may begin. Please contact us by phone to schedule a pre-pour inspection.
PaymentPayment is required at the time of application.

Please provide at least three business days notice when booking an inspection.

Inspection process

  • Pre-approval inspection: Before a permit application is submitted, our inspector will meet with the property owner and/or the contractor to discuss the proposed vehicle crossing. If the crossing works relate to a planning permit condition, please let us know when booking the inspection.

    Please contact us by phone to schedule an inspection, providing at least three business days' notice.
     
  • Pre-pour inspection: Once the vehicle crossing has been boxed in accordance with the permit, any attached conditions and our design specifications, the applicant must request the pre-pour inspection by phone, allowing at least 3 business days' notice. If the contractor is not onsite during the inspection, we will contact the contractor by phone to confirm whether the concrete pour can proceed.

    Please note that if the site is not ready for the pre-pour inspection, you will need to rebook this inspection.
     
  • Final inspection: Once the works are complete, the applicant is responsible for requesting a final inspection. An inspector will attend the site to assess the condition of the infrastructure, and the applicant is responsible for completing any reinstatement works identified during the inspection.

    If reinstatement works are identified during the inspection, the contractor undertaking those works may be required to obtain either a Works within Road Reserve Permit or Consent for Works within Road Reserve before the works can be completed.

Fees

A payment of $243.90 is required at the time of application.

Who can apply for the permit?

Only suitably qualified contractors, engaged by the property owner to carry out the works, are eligible to apply for a Vehicle Crossing Permit. Contractors must hold a minimum of $10 million in public liability insurance, and a Certificate of Currency must be submitted with the application.

Property owners are responsible for all costs associated with constructing, extending, relocating, maintaining or removing a vehicle crossing. While property owners may enquire about vehicle crossings and permit requirements, only a qualified contractor can apply for a permit.
