Civil Infrastructure Permits

A permit must be obtained before commencing any works within our infrastructure, depending on the location, size, and nature of the work.

Prior to any demolition, building, or construction works which effects our road-based infrastructure, a civil infrastructure permit must be obtained so we can ensure that city infrastructure and assets are maintained in their pre-works condition.

Civil Infrastructure Permits are often in addition to a building or planning permit requirements.

Any damage resulting from the works, or any existing damage that is worsened, must be repaired or reinstated by the permit holder.

Our civil infrastructure and assets include: footpaths, roads, nature strips, stormwater drains and pits, road kerb and channel, street trees, and road signs.

Why is a permit required?

A permit enables our inspectors to determine what works are being undertaken within our municipality, when they are scheduled, who is carrying them out, and to ensure that new construction aligns with our standards and guidelines.

Depending on the permit type, inspections may be required before works commence and after they are completed to assess the condition of the assets.

Applying for a permit online

We've transitioned to an online application process via ePathway.
To get started:

  • Register as an ePathway user by creating a new account.
  • After registering, you’ll receive a confirmation email in 2–3 business days to confirm your account is active.

Already have a MyGeelong account?

That’s great for accessing general council services—like pet registration, rates, and family daycare bookings.
However, ePathway is a permit system, and you’ll need to register separately from myGeelong to apply for permits

Before submitting your application, please make sure:

  • You’ve read the information above
  • You meet the criteria for your selected permit type

For information and guidance on how to register and apply for a permit using e-Pathway, please register and apply for an online Civil Infrastructure Permit.
