Works within Road Reserve Permit

What is it and why do you need it?
Approval for works within a road reserve must be obtained before commencing any activities that affect our road-based infrastructure.
This permit ensures that our road reserves are protected and reinstated to their original condition following the completion of works, as required under the Road Management Act 2004. Any damage resulting from the works, or any existing damage that is worsened, must be repaired or reinstated by the permit holder.
There are two types of permits, depending on the scope and size of the works being undertaken.
A Works within Road Reserve (WWRR) Permit is required for works less than 8.5 square metres undertaken in a council road reserve. However, if a Traffic Management Plan (TMP) is required, a Consent for Works within Road Reserve is required regardless of the size of the work area.
Type of work it covers
Approval is required for any works within a road reserve. This includes, but is not limited to:
- minor drainage works
- footpath replacement (maximum of 3 bays)
- water tapping
- drilling of bore holes in one location.
Timeframes and application process
| Applying for a WWRR Permit | An application should be submitted at least 5–7 business days before works begin. |
| When will I receive my permit? | Your permit will be emailed to you within three business days of receipt of a complete application. |
| Payment | Payment is required at the time of application. |
| Booking inspections | Please provide at least three business days' notice when booking an inspection. |
Inspection process
The type of inspection required will be dependent on the proposed works, and may include pre-pour, prior to backfill and stormwater connection inspections. Please contact us by phone to schedule an inspection, providing at least three business days' notice.
Fees
A payment of $154.10 is required at the time of application for works within a roadway, shoulder or footpath. For works within a nature strip, the required payment is $99.00.
Who can apply for the permit?
Only suitably qualified contractors, engaged to carry out the works, are eligible to apply for a WWRR Permit. Contractors must hold a minimum of $10 million in public liability insurance, and a Certificate of Currency must be submitted with the application.
